Eliseo Escano, 27, of Frederick is facing multiple assault charges after he refused to go down quietly as deputies investigated reports of a man who smoked marijuana, was drinking, and was having a panic attack.
Deputies responded to the 7100 block of Ladd Circle in Frederick at approximately 9:45 p.m. on Sunday, Nov. 6 to assist Frederick County Fire and Rescue officials who were already at the scene.
When first responders initially attempted to treat Escano, a spokesperson for the sheriff's office said that he became combative and pushed his father to the floor, and when deputies attempted to de-escalate the situation, he became more enraged.
Escano then allegedly turned toward his pregnant wife and started toward her in an aggressive manner. Two deputies simultaneously deployed their agency-issued Taser devices, which had no effect on him.
One of the deputies then tackled Escano to the floor, in an attempt to stop any further aggression.
According to the sheriff’s office, both deputies attempted to handcuff Escano during the scuffle, but he refused, injuring them in the process. They eventually were able to apprehend him, and he was placed into a transport chair and moved outside to an ambulance by paramedics.
Investigators noted that once in the ambulance, Escano continued to struggle and attempted to break the handcuffs restraining him. With a Frederick Health Hospital doctor’s authorization, EMS personnel sedated Escano and transported him to the hospital for evaluation.
Once he was evaluated and released, deputies arrested and transported Escano to the Frederick County Adult Detention Center, where he was charged with:
- Two counts of second-degree assault of a law enforcement officer;
- Two counts of second-degree assault;
- Resisting or interfering with an arrest.
Both deputies received treatment at Frederick Health Hospital and were released. They will temporarily be out of work.
“This incident is a prime example of the risks our deputies face every day, regardless of the call,” Frederick County Sheriff Chuck Jenkins said. “These deputies, dispatched to assist in a situation where the person had already become combative with EMS personnel, made every attempt to de-escalate the situation and are now injured because of it.
Following his arrest, Escano was released on his own recognizance.
“This is an example of a failure of the justice system and citizens should be enraged that a person can assault law enforcement officers and get a walk with no bail,” Jenkins continued. “No one should get a no bail release on any assault charge or person crime.”
